Business has not prospered due to high taxes and corruption, and in Herat 130 of 300 factories have closed in the last six years.

Many say the lack of a long term policy for industry, including fair taxation, means there is hardly any incentive for investment.

Some Afghan businessmen complain the government is hindering, rather than helping, the country’s industry which is considered crucial to help ease the 35 per cent unemployment rate.
