State plan polarises ‘worst’ US city

Troubled city of Benton Harbor, Michigan, is divided over improvements imposed by state capital.

There is growing controversy over how the US state of Michigan is trying to turn around cities that have fallen on hard times.

The city of Benton Harbor has been in financial meltdown since the 1980s, when the city was so far in debt that its police cars were repossessed and led some to describe it as the “worst” city in the US. 

Some Benton Harbor residents welcome the state’s intervention, while others are calling it undemocratic and even racist.
